The project is expected to examine how and to what extent infrastructure in Viet Nam caters to the needs and priorities of women, in order to inform future infrastructure development to become more gender-responsive. Moreover, women within the infrastructure sector will be supported through trainings and capacity building to maximize their leadership potential, and younger women will receive hands-on experience through internship opportunities in the sector. The purpose of this assignment is to support the delivery of the three gender-related outputs. (i) Gender and infrastructure study: There is limited evidence to demonstrate how infrastructure in Viet Nam responds to the needs and priorities of women, and how it can be developed to better serve women. The TA would fund a study to examine this question, with the study expected to inform the operations of the government and development partners as they conceptualize solutions to Viet Nam-s future infrastructure needs. The study would build upon other ADB studies on women and infrastructure. (ii) Women-s capacity building: While women-s participation in the labor force in Viet Nam is high, there remains a big gender gap in employment within the infrastructure sector. The TA will create two sets of capacity building opportunities in order to bridge the gap for women in infrastructure. The first one will be an executive program for promising managers in order to support women to advance in infrastructure and related technical fields. Second, an on-the-job internship program will be developed to encourage more young women to enter these fields and seek employment in infrastructure related sectors. (iii) Gender assessment: In order to better link the preparation of infrastructure with the needs and concerns of women, the TA will support a gender assessment of a selected government agency or SOE. The assessment will identify practical recommendations that can be implemented by the selected agency to strengthen their own internal systems with regards to women and to demonstrate the potential of linking gender with infrastructure at early stages of planning and preparation. Scope of Work: ADB is seeking to work with a consulting firm to carry out the deliverables related to the gender outputs, as described above. The firm should have demonstrated capacity to carry out primary and secondary research on gender related topics, as well as the ability to design and implement well thought out executive training and capacity building initiatives for women. In coordination with ADB, the firm will be responsible for: For the research component: i. Outline the methodology, approach and timeline with milestones for the study; ii. Undertake desk review and secondary research; iii. Refer to existing knowledge products of ADB on gender and infrastructure iii. Develop and propose an outline of the study; iv. Conduct a high-quality national survey on women-s use of infrastructure v. Conduct interviews, focus-group discussions, and other means of data collection, as relevant; vi. Develop a first draft of the study, highlighting key findings and perspectives of women on the use of, access to, and effectiveness of infrastructure services in Viet Nam; vii. Conduct stakeholder review and feedback sessions, from both women users as well as infrastructure service providers, and incorporate relevant feedback; viii. Finalize study with key findings and recommendations to inform future infrastructure development to be more gender-responsive in Viet Nam and organize a seminar to launch the report. For this component, the consulting firm is expected to subcontract with a local survey firm to conduct the survey of how Vietnamese women assess the national infrastructure. The survey report will be published as an ADB-s knowledge product. The cost for engaging a local survey firm will be reimbursed on an actual cost basis and should not be included in the financial proposal. For the capacity building component: i. Coordinate training activities with central government, regional and local administrations, civil society, and the private sector; ii. Through a human resource lens with a few private companies, understand and identify key challenges for women-s employment in infrastructure sector, especially related to organizational and/or capacity challenges and gaps for women; ii. Identify selection and recruitment plan for both capacity building programs; iii. Design the executive training and internship programs based on training needs assessments with women managers and young women professionals, as well as in consultation with relevant infrastructure organizations who would be (potential) employers; at a minimum both programs must include training on designing, evaluating, and implementing infrastructure projects for environmental sustainability, climate change resilience, gender inclusiveness, and other principles of Quality Infrastructure Investment; iv. Design the required training materials, and a detailed implementation plan for both capacity building initiatives; v. Implement the women-s executive program for three cohorts of at least 10 women in each cohort; each cohort should be clustered around a different city within Viet Nam to ensure national dissemination; vi. Implement the young professional-s internship program for three cohorts of at least 10 women in each cohort; vii. Design and implement an evidence-based monitoring and evaluation framework to track the overall progress of both capacity building initiatives; viii. Quarterly and annual reporting on both capacity building programs. For the gender assessment component: i. Outline an assessment framework for the selected agency to undergo a gender assessment; ii. Carry out the assessment in close coordination with relevant stakeholders; iii. Prepare a report with the main findings of the gender assessment as well as practical recommendations for the agency to implement; iv. Develop key monitoring metrics for implementation of the recommendations; v. Provide advisory support to the agency to implement key recommendations from the gender assessment. Minimum Qualification Requirements The consultancy should indicate which consultant will serve as the overall team leader for the engagement. Research component Lead Researcher (international, 4 person months) Lead Researcher is responsible for overall quality of the research study, including, but not limited to the efficacy of data collection, structure and design of the study. The lead researcher will provide guidance to the junior researchers in carrying out the surveys, interviews and FGDs, and will be responsible as the main author of the study, which would highlight key findings from the research as well as propose recommendations for future infrastructure development to be gender- responsive. The lead researcher should have: • PHD or Master-s degree in gender studies, infrastructure related fields, and/or international development; • 10 years of research experience in a development related field; • Demonstrated experience in carrying out gender analysis in large scale projects; • Experience in leading qualitative assessments targeting women; • Excellent analytical and writing skills; • Ability to show previously published work in a related field; • Experience in working with international organizations is preferable; • Experience of working in Viet Nam is preferable. Junior Researcher (national, 4 person months ) Junior Researcher will work under the supervision of the lead researcher, and will be responsible for carrying out data collection, data analysis, conducting interviews and FGDs and synthesis of the information for the report. The junior researcher should have: • Master-s degree in data sciences and research related fields; • At least 3 years of experience in carrying out research projects, especially related to gender issues; • Experience and skills in data collection and data analysis; • Strong verbal English; • At least one of the junior researchers should be fluent in Vietnamese and based in Vietnam to assist in communication with local stakeholders and translation of documents. Capacity Building Component Team leader (international, 3 person months) Team Leader is responsible for overall supervision and quality control of the design and implementation of both capacity building initiatives. S/he will be responsible for coordination with the key stakeholders involved, both from public and private sector organizations and oversee the recruitment of the trainees for both programs. S/he will ensure high quality of the training content and manage the trainers for the roll-out of the initiatives, and will be responsible to oversee the monitoring and report back on the progress of both initiatives. The consultant should have: • Master-s degree in development, education or related field; • 10 years of professional experience in designing and conducting training programs, especially in gender-related fields and trainings targeting women; • Excellent organizational and planning abilities and ability to work in close c
