- Secondary Green Cities Development Project - ISP QCBS - 02 Review, Develop Ghg Inventory Methodology and Guidance for MRV Monitoring; Assess Low-Carbon Technology Need and Emission Reduction Potential to Propose Low-Carbon Technology Portfolio and Pilot GHG I Deadline of Submitting EOI: 15-Nov-2021 11:59 PM Manila local time Estimated Short-listing Date: 25-Oct-2021 Estimated Commencement Date: 27-Jan-2022 Estimated Commencement Date: 396,000 USD Engagement Period: 24 MONTH The objective of this Tender Packege is to provide insights and technical inputs for the updating of related Green Cities Action Plans (GCAPs) and the development of related MONRE-s policy and guidance regulations on city-level GHG inventory and MRV; and to contribute to the achievement of the NDC of Viet Nam and the enforcement of the Law on Environmental Protection 2020. This Tender Package has three main specific objectives: 1) Review and develop a methodology for conducting Greenhouse Gas (GHG) Inventory for urban areas in Viet Nam; conduct GHG inventory for three cities, namely: Hue City - Thua Thien Hue Province, Ha Giang City - Ha Giang Province and Vinh Yen City - Vinh Phuc Province to provide inputs and insight for updating of GCAPs for these cities. 2) Develop a Measurement - Reporting - Verification mechanism (MRV) for low-carbon development for secondary cities and conduct pilot MRV for three cities, namely for Hue, Ha Giang, and Vinh Yen City. 3) Conduct needs assessment of low-carbon technology and emission reduction potential and propose low-carbon technology portfolios in conformity with socio-economic development condition for secondary cities.
