• Expression of Interest are invited for Quality Assurance and Support for Phu Quoc Sustainable Water Management Project Preparation The World Bank is providing technical assistance to support Kien Giang Provincial Peoples Committee (KGPPC), Vietnam, which is currently preparing the Phu Quoc Sustainable Water Management Project (SWMP) to address water insecurity of the Island, to enhance quality of preparation of the SWMP. KGPPC is preparing a pre-feasibility study (PFS), and will prepare a feasibility study upon the Prime Ministers approval of the PFS for the SWMP. For this assignment, under this Bank Executed activity the Consultant, on behalf of the Bank, will carry out relevant reviews and provide recommendation where required diagnostics and/or assessments are identified to ensure high quality of the project design. The assignment is to review and assess the key SWMP design principles and infrastructure options. The SWMP consists of the following components: Component 1 Construction of Cua Can Multipurpose reservoir; Component 2 - Drainage, Wastewater Collection and Treatment, Solid Waste Management, and Environmental Sanitation; Component 3 - Resettlement and Compensation; and Component 4 - Project Management and Technical Assistance. The main tasks of the assignment include: Task 1) undertaking a high-level quality assurance review and due diligence assessment of the PFS, Task 2) technical assessments and analytics to provide recommendations to strengthen technical, economic, environmental and social, financial and institutional aspects of the PFS, Task 3) reviewing the FS Terms of Reference (TOR) that will be prepared by the Kien Giang Project Management Unit (PMU) and provide recommendations to improve it, and Task 4) undertaking high-level quality assurance review and due diligence assessment of the FS. Under Task 1, the consultant will review the draft PFS and related documents and provide advice and recommendations to the World Bank task team. It is anticipated the initial rapid review of the draft PFS will be undertaken before 15 September, with more in-depth review and analysis to be conducted over the following months. The consultant would remain available to support the World Bank task team on review of subsequent versions as required until such time as the PFS is approved by the line ministries and Prime Ministers office. Under Task 2, the consultant will undertake technical assessments and analytics to enhance project design, define further analytical requirements, and for input to the Banks Project Appraisal Document. Under Task 3, the consultant will review the TOR for the feasibility study consultant which the PMU will prepare and ensure that gaps and outcomes from Tasks 1 and 2 are duly considered. The consultant would remain available to support the World Bank task team on review subsequent versions of the TOR as required during. Under Task 4, the consultant will review the draft FS and provide advice and recommendations to the World Bank task team on activities specified under Tasks 1 and 2 at the FS stage. Given the complex nature of this assignment it is expected that the consultant team will be based in Vietnam for reasonable periods during the contract. A lump sum financial proposal is requested, which is inclusive of all time spent by experts in the field, home-offices, travel, and all related incidentals costs etc. The expected duration of the services with certain milestones of deliverables is about 11 months. Detailed week-wise timeline of all sub-activities identifying critical paths in the implementation of core tasks in accordance with the delivery schedule is provided in the attached TOR. All deliverables must be delivered in both Vietnamese and English language. The draft TOR for the assignment is attached to this request for expressions of interest.
