• Public-Private Partnerships, Private Sector Development, and State-Owned Enterprise Reform - APMG Accreditation Training Organization and CP3P training delivery Approval Date: 10-Jun-2021 Estimated Commencement Date: 120,000 USD Engagement Period: 27 MONTH Objective and Purpose of the Assignment The promulgation of the Public-Private Partnership Law No.64/2020/QH14, Decree No. 35/2021/ND-CP, Decree No. 28/2021/ND-CP together with the implementation of other relevant documents in recent years has created a legal framework for attracting investment from the private sector to participate in the implementation of socio-economic infrastructure development projects, providing public services, especially transport, energy, urban infrastructure, wastewater, solid waste treatment, etc. However, the implementation of PPPs in practice still has some shortcomings, including limitations on capacity-building activities for officials of State agencies who participate throughout the implementation of a PPP project. The APMG PPP Certification Program (CP3P) is an innovation of WBG, ADB, EBRD, IADB, IDB, MIF, and is partly funded by PPIAF, with a shared vision of enhancing PPP performance globally. The Certification Program aims to foster a common minimum level of knowledge and understanding amongst individuals working on PPPs or those interested in learning about PPPs, to create a consistency of terms used in PPPs, and to standardize the process for the delivery of PPP projects worldwide. The body of knowledge for the APMG CP3P program is the APMG PPP Guide, authored by an international team of renowned PPP experts. Currently, the CP3P program is available globally in 9 languages. It is a quality training program that provides accredited certification for use around the world. ADB and the Public Procurement Agency (PPA) under the Ministry of Planning and Investment of Vietnam have identified the increased need for Vietnamese language CP3P training in Vietnam to build the capacity of Government officers and others involved in preparation, appraisal, participation, and processing of PPP projects. In a separate contract, ADB is hiring a firm to translate the PPP Guide and other relevant materials for the three levels (Foundation, Preparation, and Execution) of the CP3P exam which will be used for the training of the APMG CP3P program in Vietnamese. The objective of this assignment is to help some qualified training organizations to be accredited by APMG to deliver the training for three levels (Foundation, Preparation, and Execution) of the Certified PPP Professional (CP3P) exam in Vietnamese.
