The ILO's Productivity Ecosystems for Decent Work Programme (PE4DW) has been designed to tackle the obstacles to productivity growth and the creation of quality jobs. The central objective of this Programme is to delve into the underlying causes for the presence of low productivity and widespread informality, rather than simply addressing their surface-level manifestations. Put another way, it means looking beyond the immediately visible tip of the iceberg to understand and address what lies beneath: the issues that create the problem in the first place. Addressing root causes might then require parallel interventions at three levels - the macro (or national), the meso (or sector) and the micro (or enterprise) level.The macro (or national) level relates to the legislative and regulatory environment and includes policies, voluntary standards and social norms.
