• Secondary Green Cities Development Project - TA9417-VEA QCBS-08 Expand the Planning with Consideration to Environmental Quality Improvement and Management and Climate Change Adaptation for the Selected 03 Secondary Cities Deadline of Submitting EOI: 14-Mar-2022 11:59 PM Manila local time Estimated Short-listing Date: 25-Mar-2022 Estimated Commencement Date: 05-Jul-2022 Estimated Commencement Date: 360,000 USD Engagement Period: 20 MONTH The ulmitate goal of this consulting service is to facilitate the mainstreaming of environmental protection and climate resilience into cities- development. To this end, it aims at replicating the development of Green City Action Plans (GCAPs) updated of the project for 03 additional secondary cities in the North and North Central region of Vietnam , considering the aspects of environmental quality management, improvement, and climate change resilience. The expansion will help strengthen and support the integrated and climate-resilient environmental planning at provincial/municipal levels. The urban profiling and synthesis process could provide the overview on the strengthes, weaknesses, opportunities and challenges that cities are now facing in both qualitative and quantitative methods. This baseline knowledge is helpful for authorized leaders in decision making processes. At provincial level, the authorities have deeper understandings on the state of the art of the urban systems, which can help them mainstreaming Nationally Determined Contributions (NDCs) and environmental planning into provincial planning in more realistic and appropriate ways. The cities- medium-term public investment plans will be reviewed to identify opportunities for incorporating the GCAPs. The GCAPs development process itself helps build up capacity for the local governments in planning, attracting investments and funds, monitoring quality and progress of development and environmental interventions and other aspects. It will directly contribute to the TA-s Output 4: Enhanced and replicated integrated and resilient environmental planning at the city and provincial levels. Specifically, it is expected that the newly developed GCAPs will: • Establish sound coordination principles and mechanism to implement environmental protection and management measures in the 03 selected cities; • Incorporate the environmental protection measures which are relevant with the national, regional and provincial environmental protection master plan/spatial planning (if any) and the local socio- economic development situations; • Have the environmental monitoring plans, of which, the monitoring locations, parameters, and frequency of soil, water and air quality should be compliant with the national, regional and provincial environmental monitoring master plan (if any) and local socio-economic development situations; • Be inclusive of the plans/measures on disaster risk management and climate change adaptation in the area; • Be based on robust feasibility studies of prioritized initiatives/actions for GrEEEn City Development in the cities. • Provide inputs into the development of the cities- medium-term public investment plans; • Have potential to be integrated into the annual evaluation of provincial environmental performance which is expected to result in increased environmental considerations in socioeconomic decision-making; • Reflect the ADB Green City Operational Framework that will provide inputs into cities' socio- economic development plans.
