- Expression of Interest are invited for Viet Nam: DT4PAG Development of Public Buildings Management Application for the Da Nang DoF The World Bank has Provided Technical Assistance (Ta) to the Government of Viet Nam, at Both the Central and Local Levels to Implement Digital Government (Egov) Reform and Transformation Efforts over the past Three Years. At the National Level, the Ta Program Collaborates with Central Government Agencies, including the Government Office and the Ministry of Information and Communications to Support the Enactment of Policies that Facilitate Digital Government and Transformation. At the Local Level, the Ta Supports Provinces that are Pioneers in Digital Government, Such as Ho Chi Minh City (Hcmc), Da Nang City, and Thua Thien Hue Province to Transform the Digital Transformation Policy Framework into Implementation. Ta Also Supports Local Levels through the Disruptive Technologies for Public Asset Governance (dt4pag) Program, Funded by Seco to Improve the Governance of Public Infrastructure, Property, and Land through Digital Transformation Initiatives. This dt4pag Program will Support Digital Government Transformation Outcomes through Three Pillars: People, Process, and Technology (Ppt). The People Pillar will Focus on Providing Structured Awareness-Raising, Capacity Building, and Use-Case Discovery Activities for Relevant City/Provincial Decision-Makers and Civil Servants. The Process Pillar will Focus on the Processes for Use Cases. Finally, the dt4pag Program will Support Technologies - Defined as End-User Platforms and Supporting Data - that are Used for each Policy Use Case across the Beneficiary Provinces. The World Bank will Support Da Nang City in Planning and Implementing the Digital Transformation Roadmap to Improve the City's Governance Capacity and the Quality of Public Service Delivery for People and Businesses. dt4pag Covers the Period from 2023-2025 and Includes the following Applications: I. Public Buildings Management Ii. Urban Management of Hai Chau District. The dt4pag Complements the Sub-National Public Financial Management (Pfm) Program Which Support Da Nang City's Priority Pfm Functions and Reforms, Providing Technical Assistance and Capacity Building in the following Areas: (I) Developing a Medium-Term Financial Strategy (Mtff) and Corresponding Revenue Sources and Spending Decisions (Component 1); (Ii) Develop a Medium-Term Expenditure Framework (Mtef) to Improve Budget and Cost Allocation and Alignment with the Mtff (Component 2); (Iii) Strengthen Psdu and Performance Reporting to Improve Transparency and Accountability of Critical Public Services (Component 3); And (Iv) Apply Climate-Informed Public Investment Management (Pim) and Public Asset Management (Pam) to Improve the Efficiency and Resilience of Public Investment and City Public Assets (Component 4). Regarding the Public Property Management Application to be Designed and Developed under this Contract: The Ministry of Finance (Mof) has Implemented Public Asset Management Software, including Public Housing, Which is Currently being Upgraded and does not Meet the City's Expectations for Day-to-Day Task Management. Challenges Include Difficulty Extracting and Filtering Data, Lack of Information about Asset Location, and Inability to Stack Data for Decision-Making Analysis. The Da Nang Department of Finance (Dof) is Currently Responsible for Managing about 1,700 Public Buildings in the City. The Dof Plans to Conduct an Inventory of Public Buildings and Evaluate the Efficiency of Using These Public Buildings to Generate Better Revenue. In Order for the Dof to be Able to Manage the City's Public Buildings More Effectively, the World Bank Recommends that a Digital Management Tool be Designed in Accordance with the Requirements of the Dof. This Envisioned Tool Prioritizes User-Friendliness, Interoperability, and Seamless Integration with the Mof's Common Asset Management System. This Aims to Significantly Improve Public Asset Management Activities, save Invaluable Time, and Provide a Decision Support Platform for Future Revenue Mobilization Plans Related to Public Asset Management. The Task's Objective is to Design, Develop and Deploy a Gis-Based Public Buildings Management Application to be Used at the Department of Finance and Other Public Buildings Management Units in Da Nang City.
