- Skills and Knowledge for Inclusive Economic Growth Project - TV18 Consulting Services support the implementation of the project component 3 Approval Date: 11-Dec-2018 Deadline of Submitting EOI: 14-Sep-2021 11:59 PM Manila local time Estimated Short-listing Date: 21-Oct-2021 Estimated Commencement Date: 22-Mar-2022 Estimated Commencement Date: 980,050 USD Engagement Period: 18 MONTH Objective and Purpose of the Assignment Building on lessons from the Asian Development Bank (ADB)-financed Skills Enhancement Project, the Skills and Knowledge for Inclusive Economic Growth Project (SKIEG) will continue efforts to realign technical and vocational education and training (TVET) with current and future labor market needs. SKIEG will upgrade teaching and learning environments of national high quality TVET institutes (HQIs), which will enhance the quality of training programs for advanced skills in close collaboration with business communities. The grant provided by Japan Fund for Poverty Reduction (JFPR) for the Skills and Knowledge for Inclusive Economic Growth for Disadvantaged Communities Project will complement these activities by strengthening the quality of soft skills training for students and developing demand-driven short-term skills programs for women and youth in disadvantaged communities. This will help them improve their income and abilities to find formal employment opportunities. SKIEG outputs are: (i) teaching and learning environments of 16 TVET institutions are upgraded; and (ii) skills training opportunities for disadvantaged communities and soft skills of students in selected TVET institutions enhanced. The first output will be financed by loan proceeds, while the second will be financed by JFPR. The succeeding sections focus on the second output that will be financed by grant proceeds. Grant components: The grant will finance activities under SKIEG Output 2. The output has two components. The first component includes activities that will enhance the capacity of selected TVET institutions to deliver demand-driven short-term training programs. This will help people in disadvantaged communities shift from informal to formal wage employments. Ubiquitous based short- term training courses will be developed to reach remote areas. Needs assessments will be carried out by TVET institutions with the help of consultants. The second component will help training institutions improve students- soft skills by integrating communication skills, analytical thinking, teamwork, social and interpersonal skills (including awareness on gender and other social differences), and entrepreneurial approaches into the regular curriculum.
