- The objectiveof this bank executed technical assistance is to support the government as theycontinue their internal deliberations on how to manage FCPF Excess ERs includinghow that fits with the Decree 06 roadmap on domestic carbon market development.The scope of work includes:1. An assessment of the avenues for carbontransactions for forestry credits generated from the Viet Nam North Centralregion (NCR) ER program and other ER programs. This work is intended toinform the government on potential: (i) use of FCPF excess ERs from the NCRprogram and other future ER programs including under the National CreditingProgram (NCP) (generating offsets for Viet Nam-s emission trading system), and(ii) commercializationof FCPF excess ERs such as sales to third party buyers through direct transactions(bilateral agreements with governments or companies) or indirect transactions(through brokers, auction platforms, exchanges etc.). This activity would, therefore, include mapping outcurrent and emerging opportunities for how Viet Nam can use and/orcommercialize forestry carbon credits, within the domestic and internationaldomain, and under voluntary and/or compliance markets. 2. An assessment of the regulatory framework andlegal requirements for selling ERs to carbon markets. This activity wouldcomplement the carbon transaction above by helping the government identify keyaspects needed for the broader commercialization of forestry creditsdomestically and internationally. This could include examining legal andregulatory requirements (i.e., clarity on ownership, authority to transfertitle and use of credits under voluntary or compliance regimes) as well asinstitutional and technical capacity needs (i.e., carbon transactionregistries). This will also include convening a stakeholder-s workshop aimed atknowledge sharing on necessary regulations to enable forest carboncommercialization.
